Would this be a good product to resurface my concrete patio? I need something water resistant to because I get leaks into the rooms underneath

Epoxy isn't good for outdoor use. Your best bet i think would be a densifier like Lithi-Tek 4500 followed by a penetrating sealer like Siloxa-Tek 8510.
Could your product be used to resurface individual Saltillo tiles that have lost surface areas?
